The RA Ministry of Internal Affairs formed a Forensic Science Department in its staff already a few decades ago, which operates today. The purpose for the Department formation was to support the preliminary investigation and investigation. In the conditions of the criminal procedure legislation development, the Ministry of Internal Affairs does not carry out the abovementioned two functions. In such conditions the existence of the Forensic Science Department was not considered expedient. The Deputy Chairman of the RA Investigative Committee Arsen Ayvazyan said this.

As the rapporteur informed, the Investigative Service of the Ministry of Internal Affairs and the investigative function was greatly transferred to the Investigative Committee. According to Arsen Ayvazyan, conditioned by this circumstance they applied to the Government to give a forensic science function

It was noted that by the decision of May 2, 2024, a Forensic Science Department was formed in the Investigative Committee. “We have tried to ensure the social guarantees of the employees of the Forensic Science Department still functioning in the Ministry of Internal Affairs at this moment by the presented legislative initiative,” the Deputy Chairman of the RA Investigative Committee underscored and added that it is designed to move the professionals to the Forensic Science Department.

“If at this moment, their salary in the Staff of the Ministry of Internal Affairs will be higher, that the salary to be proposed in the newly created Forensic Science Department, then we this initiative we fix that their salary will be preserved,” the rapporteur gave details.

“Those, who 15 years of military experience, we say that if you move and continue the service, the further 5 years will be considered military service guaranteed years for you.

According to the Deputy Chairman of the RA Investigative Committee, in case of not ensuring the proposing guarantees by the initiative, the persons with professional work experience for decades will avoid moving to newly created department.

Answering the deputies’ questions, the rapporteur documented that today the work of the Investigative Committee became attractive. The implementation of the right resource policy in the sphere was highlighted.

The co-rapporteur, deputy Lilit Minasyan proposed her colleagues to vote for the legislative initiative regarding the social guarantees of the specialists implementing forensic science work.

The bill on Making Addendum to the law on Investigative Committee of the Republic of Armenia was debated in the first reading at June 7 sitting of the Standing Committee on State and Legal Affairs and was endorsed.
